As you did, first just make the file executable by following command:

chmod +x netbeans-7.4-javase-linux.sh, to make the file executable

And by executing the the file you will get GUI installer:

./netbeans-7.4-javase-linux.sh

"sudo" is only required if you want to install it to some directories that is required permission like /opt
