Same question as question 37445 I think.

It has been removed with the new system status menu coming along with GNOME Shell 3.10.

I don't think it is a bad idea since it had nothing to do in the system status area. Its place should be in the System Tray at the bottom on the screen. Maybe it will come back in a future version of GNOME Shell.

It seems that an extension called Chat Status has been removed... You can look at the page in cache (it looks like it brought back the functionality you were looking for).
