Sadly system-config-lvm has been unmaintained for a long time and therefore it was dropped in F19.
It is/was indeed a good tool and the last version of it is still available on the F18 and Centos repositories.
Please take a look at man 8 lvm and you will find a brief description of the command line utilities (pv, vg and lv*).
