I think you don't need to do anything; I have a swap partition, and I did't have anything in /etc/fstab about it (I have enough RAM and don't need swap), and systemd still enabled it automatically at boot. To actually disable it I had to mask it manually (in my case 'systemctl mask dev-sda7.swap').

Try rebooting and see if systemd enables it on its own..
