I get that behavior as well, and didn't when I was running F16. I've reported a bug on it a few days, and the maintainer has reported it upstream.

EDIT: Sorry, I think I misunderstood your problem. You say that after rocking the finger a bit on the touchpad, the cursor starts moving and never stops? If so, that's is not my behavior and you should report it as a separate bug.
