It's your video driver.

Boot into the oldest version you have (4.18.x) and reinstall the nvidia drivers to the latest and greatest.

I had this same exact issue, and the driver update solved it.

If you never installed the Nvidia drivers, then you need to go 'e' after boot and add 'nomodeset' at the end of the line. This gets you the "basic mode graphics".

Also, for future reference, mention the hardware config you have, so others with similar hardware can better assist you. My experiences with the Dell XPS 15 is the reason I got a Lenovo! ;-)
