A year and a half later, this still happens, but I found a workaround elsewhere:
- Edit your keyboard layout in /usr/share/X11/xkb/symbols (e.g.
us) - Look up for
modifier_map Mod3 { Scroll_Lock }; - Comment it out and restart session
For the record, on Plasma 5.14 it's less annoying, but still happens if you pay close attention. Cannot reproduce it on Ubuntu 18.10 (GNOME 3.30.1, tried the Live CD).
