My dnf outputs the same warning for the failovermethod configuration under F29. dnf's documentation also does not list such option.
It may well be that this configuration key has been deprecated with version 4.0 and the Fedora's repo files haven't been updated since.
On my F28 box, dnf (ver 2.7.x) does not complain about thefailovermethod config in repo files.
