You can find the link to the key in the repo file. Thus you can manually install the key:

sudo rpm -ivh http://download.opensuse.org/repositories/Emulators:/Wine:/Fedora/Fedora_29_standard/repodata/repomd.xml.key

This is how it should work. However, if the packages are wrongly signed or broken, then you will get an error and it is not a good idea to install.
