As you can see here, the package python3-xlib is not in Fedora's repository (anymore). I seems to be a dependency for dnfdragora (it's weird since it is supposed to be Documentation and examples for python-xlib).

When I attempt to install dnfdragora on my Fedora 28, it does ask for that package.

Try clearing your dnf cache and install dnfdragora again: sudo dnf clean all && sudo dnf install dnfdragora

Moreover, if you allow one comment, the best way to learn Linux is using the command line. Fedora's dnf is a very good package manager - an attribute I wouldn't use dnfdragora.
