Gnome does not show any files on the desktop. See for example Why does Gnome 3 not display files on the desktop?. I don't know if you can use gnome-tweak-tool as described in this seven year old post.
Other desktop environments may be able to show the files in the $HOME/Desktop directory on the desktop. The XFCE desktop certainly does and right clicking on the desktop allows you to create files and directories there.
