scalpel is in the fedora main repo :

Name : scalpel Versión : 2.1

scalpel       x86_64    2.1-0.rc1.2.47815c2.fc28.4             fedora     96 k

just type in terminal and install all dependences :

sudo dnf install scalpel

NOTE : you are trying to do the debian way fedora don't use apt-get
