Turns out reinstalling Nvidia Drivers, getting "akmods" for latest Kernel reinstalling CUDA 9.2 & following the edits mentioned in https://carterturn.com/h/Guides/NVIDIA%20CUDA%209.1%20with%20GCC%207.2 got it working with gcc8 which is by default provided with Fedora 28.

although had to try a lot of things to before figuring out the problem. I hope that in future these things with NVIDIA CUDA and fedora will be more synchronised.
