How did you set up rpmfusion? If you just downloaded both rpmfusion-free-release.28.noarch.rpm and rpmfusion-nonfree-release.28.noarch.rpm you must cd into the directory where those two files are saved and run sudo dnf install rpmfusion-free-release.28.noarch.rpm rpmfusion-nonfree-release.28.noarch.rpm.
