You can use gnome-system-monitor to view the throughput of your network device (wired or wireless). You can also perform a directory listing of the directory that the images are saved to and see if their size is increasing.
ls -l /boot/upgrade
If the network activity is idle and the file is not growing (or does not exist) you should try to run preupgrade again. Your system may be trying to use a mirror that is taxed due to other users upgrading.
