Welcome to ask.fedora! When you install from a Live system, Anaconda will show you the default partitioning scheme, but also give you the option of a Custom installation. If you want to do manual partitioning, simply select Custom.

And, to answer your second question, what DE you get depends on which .iso you download. I happen to have a copy of the current Xfce image here, and its name is Fedora-Xfce-Live-x86_64-1.5.iso. Each of the spins has the name of its DE in the name, except Gnome, as that's the default. I hope that this answers your question.
