# rpm -qf /sbin/adduser
shadow-utils-4.2.1-11.fc25.x86_64

Usually that is the source package, but sometimes there are multiple packages from a single source, so you can also do:

# rpm -qi shadow-utils
Source RPM  : shadow-utils-4.2.1-11.fc25.src.rpm

So shadow-utils would be the component in bugzilla.
